]]>The second mention of Luis Ramirez is in a petition filed by the Puerto Rican Defense and Education Fund (PRLDEF) - under their LatinoJustice banner - to the Inter-American Commission on Human Rights - an arm of the Organization of American States. In this petition they claim that Latinos regardless of immigration status or citizenship are not being protected in the United States. The group has gone outside of the United States judicial branch - where their case more than likely would be listed as frivolous without enough evidence to back up their claims. Their hope is probably to put pressure on the United States from outside the country to impose a special victims status to Latinos in the United States.
In the petition they make claims that programs like the 287(g) agreement between local law enforcement and the Department of Homeland Security are actively encouraging attacks on Latinos without impunity.
Most in Shenandoah would never have guessed that illegal alien Luis Ramirez would be cited in national and international documents as an example of what these race based groups claim is wrong with the United States as a whole, but this is the tip of the iceberg for what is headed to the town when the trials of the Shenandoah teens start this spring.
Luis Ramirez is already being made a saint by Hispanic race groups and they'll do everything they can to get a conviction in Shenandoah so that they can further their cause against Americans who are not Hispanic by continuing to use Shenandoah as an example.

West Mahanoy Township police are attempting to locate a 15-year-old girl who has been missing since early Sunday morning.
Tiffany Pagan was last seen in the 200 block of West Fourth Street in Hazleton, police said.
A Hispanic female, she is 5 feet tall and weights 125 pounds, with long brown hair and blonde bangs. She was wearing a black North Face coat and Air Jordan sneakers.
Anyone with information on her whereabouts is asked to call West Mahanoy police at 462-2360 or 462-1991.

]]>The three teenagers charged as adults in Shenandoah, Derrick Donchak, Colin Walsh, and Brandon Piekarsky, asked to have the charges dismissed. A hearing was scheduled for 9:30am this morning (11/13/08).
Two friends drove an hour to my house, where another friend and I waited. The four of us drove another hour to Pottsville to witness the goings-on of this dismissal hearing.
When we first arrived, I recognized some of the wonderful people I've met and have been keeping in touch with. I am happy to say the families are remaining strong and supportive!
I overheard someone talking about a plea bargain. As I listened, I learned that only yesterday, the District Attorney offered a sweet deal to the boys. Apparently, he was willing to drop everything but assault and ethnic intimidation, with a sentence of ten months in county prison. Wow. I guess even the DA knows he has NO CASE against these boys, but since he's up for election as a judge, he needs SOME kind of conviction on them.
We entered the courtroom, and waited and waited. Then we waited some more. After about an hour and a half of waiting, I found out that the judge, attorneys, and DA were in judge's chambers downstairs. Here's where this whole situation gets really whacky:
The DA wanted the plea deal, the defense was wholeheartedly considering it, and the judge was willing to approve it. Then MALDEF and the Department of Justice (DOJ) called Crystal Dillman (self-titled "fiancee" of Luis Eduardo Ramirez Zavala) and Ramirez Zavala's mother in Mexico who used an interpreter. Both Momma Ramirez and Dillman fought against the plea deal because it wasn't harsh enough. Well, I'll be ..

Back to the courtroom: we waited still for the hearing to start, or to get word of any plea bargains being accepted. Finally, the ten-minute hearing began. The judge told the DA he has several items to answer, within ten days, and the judge named off several numbers that apparently correlate to a packet of papers they had. I found out later on that some of those numbers included the DA handing over evidence to support the charges of homicide and ethnic intimidation. The judge will also consider severing the trials, so they might be tried separately.
We then went out into the hallway, where a slew of reporters with cameras waited for the teens to be led out of the courtroom. Once the boys had passed, the reporters asked some of us to interview on camera. My friend, Debby Rabold gave striking interviews with several of them. I spoke to Bob Reynolds from WNEP. Much to my surprise, they actually included some of what I said! LOL!

Arizona’s Supreme Court Justice has agreed to enforce the Hispanic Bar Association’s demands of banning the terms “illegal” and “aliens” in all of the state’s courtrooms.
Claiming that the terms are inflammatory, the president of Arizona’s Hispanic Bar Association, (known as Los Abogados) has asked state Supreme Court Chief Justice Ruth McGregor to stop using them at trials or hearings because they create perceptions of judicial bias.
In a strongly worded letter to the chief justice, Los Abogados’ president says attaching an illegal status to a person establishes a brand of contemptibility, creates the appearance of anti-immigrant prejudice and tarnishes the image of courts as a place where disputes may be fairly resolved.
It further points out that no human being is illegal and that a national Hispanic journalism association has roundly criticized the reference for dehumanizing a segment of the population. The letter goes on to criticize the state’s High Court for using the term “illegals” in at least two opinions and the term “illegal aliens” in dozens of others.
It concludes with a list of acceptable and unacceptable terms relating to illegal immigration. Among those the group wants banned are; immigration crisis, immigration epidemic, open borders advocates, anchor babies and invaders. Among the acceptable terms are foreign nationals, unauthorized workers and human rights advocates. Since the courtrooms have ruled this way in Arizona, I think we should also ban the words "criminal", "thief", "homicide", "rapist" etc since those words also might skew the jury to convict someone based on THE FACTS! We wouldn't want THAT now would we?
WASHINGTON - Barack Obama's aunt, a Kenyan woman who has been quietly living in public housing in Boston, is in the United States illegally after an immigration judge rejected her request for asylum four years ago, The Associated Press has learned.
Well, well, well ... he wants amnesty for 38 million illegal aliens - could his aunt's self-imposed predicament be playing a part in the BAD politics of amnesty?
Zeituni Onyango, 56, referred to as "Aunti Zeituni" in Obama's memoir, was instructed to leave the United States by a U.S. immigration judge who denied her asylum request, a person familiar with the matter told the AP late Friday. This person spoke on condition of anonymity because no one was authorized to discuss Onyango's case.
Information about the deportation case was disclosed and confirmed by two separate sources, one of them a federal law enforcement official. The information they made available is known to officials in the federal government, but the AP could not establish whether anyone at a political level in the Bush administration or in the McCain campaign had been involved in its release.
Onyango's refusal to leave the country would represent an administrative, non-criminal violation of U.S. immigration law, meaning such cases are handled outside the criminal court system. Estimates vary, but many experts believe there are more than 10 million such immigrants in the United States.
The AP could not reach Onyango immediately for comment. No one answered the telephone number listed in her name late Friday. It was unclear why her request for asylum was rejected in 2004.
Hmmm. She has no comment about why she refused to obey the law of the land or why she's STEALING funding meant for America's poor?
Onyango is not a relative whom Obama has discussed in campaign appearances and, unlike Obama's father and grandmother, is not someone who has been part of the public discussion about his personal life.
And now we know why.
A spokeswoman for U.S. Immigrations and Customs Enforcement, Kelly Nantel, said the government does not comment on an individual's citizenship status or immigration case.
Directive may reflect political sensitivity
Onyango's case — coming to light just days before the presidential election — led to an unusual nationwide directive within Immigrations and Customs Enforcement requiring any deportations prior to Tuesday's election to be approved at least at the level of ICE regional directors, the U.S. law enforcement official told the AP.
Oh, I see, so ajudge who has reviewed the facts of cases and deemed deportation appropriate and necessary can be overruled by a regional ICE officer?!?
The unusual directive suggests that the Bush administration is sensitive to the political implications of Onyango's case coming to light so close to the election.
Kenya is in eastern Africa between Somalia and Tanzania. The country has been fractured in violence in recent years, including a period of two months of bloodshed after December 2007 that killed 1,500 people.
The disclosure about Onyango came just one day after Obama's presidential campaign confirmed to the Times of London that Onyango, who has lived quietly in public housing in South Boston for five years, was Obama's half aunt on his father's side.
It was not immediately clear how Onyango might have qualified for public housing with a standing deportation order.
Wonder if she has a false/stolen social security number ... or several false/stolen numbers! There's even speculation (and lawsuits in TEN states) that NObama is also here ILLEGALLY.

Many neighborhoods already have established watch groups that are vibrant, effective, and can take on this expanded role with ease. For neighborhoods without thriving groups, the renewed emphasis on emergency preparedness and response may provide the right incentive for citizens to participate in Neighborhood Watch in their community.

How Is Neighborhood Watch Supposed to Work?
The most frequently suggested mechanism by which Neighborhood Watch is supposed to reduce crime is by residents looking out for and reporting suspicious activities to the police (Bennett, 1990). The link between reporting and crime reduction usually is not elaborated in the literature. It has been argued, however, that visible surveillance might reduce crime because of its deterrent effect on the perceptions and decision-making of potential offenders (Rosenbaum, 1987). Hence, watching and reporting might deter offenders if they are aware of the likelihood of local residents reporting suspicious behavior and if they perceive this as increasing their risks of being caught.
Neighborhood Watch might also lead to a reduction in crime by reducing the opportunities for crime. One method discussed in the literature is the creation of signs of occupancy, such as removing newspapers from outside neighbors’ homes when they are away, mowing the lawn, and filling up trash cans. Some of the methods were discussed in the report of the Seattle program (Cirel et al., 1977). Such signs of occupancy might reduce crime through the effect this has on potential offenders’ perceptions of the likelihood of their getting caught.
Conclusions
The results of previous systematic reviews of Neighborhood Watch are divided according to the conclusions drawn. Titus (1984) concluded that Neighborhood Watch was effective, but noted that the research methods were weak. Husain (1990) concluded that there was little evidence that Neighborhood Watch worked. Based on the four studies meeting their selection criteria, Sherman and Eck (2002) concluded that Neighborhood Watch was ineffective in reducing crime.
The strongest finding of this review relates to the mean effect size estimate produced by the meta-analysis. This indicated that, across all eligible studies combined, Neighborhood Watch was associated with a reduction in crime. It is not immediately clear why Neighborhood Watch is associated with a reduction in crime; however, it is possible that the reductions were associated with some of the essential features of the Neighborhood Watch programs as discussed earlier. Neighborhood Watch might serve to increase surveillance, reduce opportunities, and enhance informal social control. Unfortunately, this kind of information is not provided in the majority of evaluations and the precise reasons for the reduction cannot be determined.
“I believe this is an effective way to get people out and involved,” Save Shenandoah spokesman Joe Miller, Shenandoah, said Tuesday. “I am not sure that a lot of people know what illegal immigration is doing to our community.”
On Aug. 30, Voice of the People USA, a group opposing illegal immigration and rights for illegal immigrants, sponsored a rally in the borough. The event came at a tense time locally following the July 14 death of Luis Eduardo Ramirez Zavala, an illegal immigrant from Mexico who died from wounds he suffered in a beating two days earlier. Some have alleged the beating was racially motivated and four teens have been charged in connection with the incident.
Shenandoah borough Manager Joseph L. Palubinsky said Tuesday the group has permission to use the park — formerly the Babe Ruth Field — Saturday and borough officials were invited to attend.
Borough officials are always invited to attend!
Mayor Thomas F. O’Neill said he will not attend.
Big surprise ...
“I was not personally invited. Joe Palubinsky showed me the e-mail he received,” O’Neill said. “I will be out of town that day with family. Family comes first.”
So his town is not his family? The picnic protest is meant to create more of a family atmosphere between neighbors. He has no clue.
O’Neill said he spoke with Police Chief Matthew Nestor about increased police patrols.
That's great! What did the chief say about it?
Some Hispanic activists expressed concern about the first rally, alleging the groups involved incited hatred. O’Neill said he informed representatives of the Department of Justice and the Anti-Defamation League of this weekend’s rally.
There you have it folks! Mayor O'Neill STILL hates you, STILL hates Shenandoah, and STILL feels the need to contact anti-American groups.
Arnold “Art” Delin, of the Anti-Defamation League, said his organization does not have any plans for a counter rally.
Even the ADL realizes there's no need for a "counter rally" to "steal the thunder" from the hearts of people who care.
According to fliers posted around Shenandoah, speakers will include Dan Smeriglio, president and founder of Voice of the People USA; Dan Amato of Diggers Realm, a Web site that covers illegal immigration and immigration reform; Ruth Miller of Illegal Protest, a Web site for “American Citizens who are tired of the illegal alien invasion”; Wendi Medashefski, a member of Voice of the People, and Miller of Save Shenandoah.
Miller said U.S. Rep. Tim Holden, D-17, was invited to speak but his appearance has not been confirmed.
“Holden’s record is good on illegal immigration so we invited him to speak,” Miller said.
Information about the appearance requested from Holden’s office was not received by press time.
I believe that Rep Holden is unavailable for this weekend's event. However, Toni Gilhooley might be willing to come .. let's ask her, shall we?
Miller said a borough crime watch would also be discussed Saturday.
“There is a lot of crime in town and we need to come up with ways to stop it,” Miller said. “We have people interested in a crime watch but we have to have it approved by the borough.”
The Voice of the People group facilitated a meeting Sept. 20 at the Anthony P. Damato American Legion “Medal of Honor” Post 792 to set up a crime watch. During the meeting, Miller agreed to take charge of setting up the next meeting and addressing the council.
Miller said Tuesday he is planning to attend the borough council meeting Oct. 20 to ask about the crime watch.

County Attorney Andrew Thomas on Thursday released a study indicating that illegal immigrants comprised nearly 19 percent of those sentenced for felonies in Maricopa County in 2007, even though illegal immigrants only make up an estimated 9 percent of the county's population.
The numbers, which were generated by the County Attorney's Office, reinforce popular beliefs about illegal immigration and crime but contradict the findings of some sociologists and journalists.
The Republic reported earlier this year, for example, that only 10 percent of bookings into Maricopa County jails in the last six months of 2007 were subject to holds by the federal Immigration and Customs Enforcement Agency. That percentage was based on numbers provided by the Maricopa County Sheriff's Office - numbers that the office later tried to refute.
Similarly, a study released last week that was conducted by researchers at Arizona State University on behalf of the Maricopa County Board of Supervisors indicated that only 10 percent of the county jail inmate population in 2007 were undocumented immigrants, 2 percent were legal immigrants and 88 percent were U.S. citizens.
But the study released by Thomas on Thursday, which focuses on persons who are actually convicted, says that 18.7 percent of convicted felons in Maricopa County last year were undocumented immigrants.
In the past, Thomas' office has balked at providing numbers of illegal immigrants prosecuted for crimes other than those related to the state's human-smuggling statutes, and the county attorney denied that the release of the study was politically timed.
Thomas faces Democrat Tim Nelson and Libertarian Michael Kielsky in the Nov. 4 election.
"I understand there is great passion related to the illegal-immigration debate," Thomas said. "And I am not trying to incite anything or pour gasoline on the flames, but the public has a legitimate right to know whether there is a link between crime and illegal immigration."
It has been a difficult link to quantify because law-enforcement agencies have been loath to document such trends.
Until the passage of Proposition 100, the law that denies bond to illegal immigrants accused of serious crimes and until sheriff's deputies became certified to conduct investigations into citizenship, it was nearly impossible to do so.
According to Thomas' findings, in 2007, illegal immigrants accounted for:
• 12.8 percent of aggravated-assault convictions.
• 33.5 percent of drug convictions.
• 35.8 percent of kidnappings.
• 13 percent of robberies.
• 20.3 percent of felony DUIs.
• 20.7 percent of crimes with weapons.
• 10.6 percent of murders and manslaughters.
The percentages were higher for crimes generally associated with illegal immigrants, such as:
• 96 percent of smuggling cases.
• 44.4 percent of forgeries and frauds.
• 85.3 percent of false-ID convictions.
